West Palm Beach rental buildings and what that means for flooring

Downtown and Rosemary Square towers built since the 2000s sit on post-tensioned podium slabs with stacked units, and almost all of them carry an IIC or STC requirement for hard flooring. A turnover there means an acoustic mat under tile or an attached pad under LVP, product data for the building file, and freight-elevator reservations and work hours set by the building. We price the underlayment into the per-unit number rather than as an extra.

Garden-style communities west of I-95 along Okeechobee and Southern are slab-on-grade walkups from the 1980s through 2000s. Slab moisture is the recurring risk for glue-down LVP, and the model unit gets a moisture test before an adhesive is specified.

Northwood and the older neighborhoods north and south of downtown hold 1950s to 1970s two-story buildings being repositioned. Many have asbestos VCT or mastic under later flooring, so a survey comes before any demolition, and the slabs often need grinding and leveling before anything goes down.

Flooring replaced in kind generally needs no permit. A renovation that moves plumbing or changes a layout is permitted through the City of West Palm Beach Development Services Department, or Palm Beach County for communities outside the city limits.

How we do it in West Palm Beach

  1. Model-unit walk. One unit of each type with the manager: sound the floor, test slab moisture, note transitions and appliance pulls, asbestos check where the building's age calls for it.
  2. Written per-unit scope. One document lists what is in and out per unit type. Change orders are limited to conditions inside the slab, documented with photos.
  3. Demolition and prep. Existing floor out, thinset ground flat, cracks treated, low spots leveled at $3–$6 per sq ft where needed.
  4. Underlayment and layout. Acoustic mat or attached pad where required; tile cuts land under cabinets and at closets, LVP runs the long direction of the main room.
  5. Installation. Tile in polymer-modified mortar with leveling clips, epoxy grout in wet areas when specified; LVP glued or clicked with a roller pass. Base reset, transitions at door lines, tubs and thresholds caulked.
  6. Per-unit sign-off. The manager signs each unit before the next phase starts; attic stock is labeled and left with maintenance.

Permits and compliance handled. J. Perry & Sons pulls the permit, schedules the inspections, and builds to the city and county codes that apply — Broward and Palm Beach municipal building departments, HVHZ requirements where they apply, and HOA/condo association rules. Multifamily tile and flooring in West Palm Beach — FAQ

What does turnover flooring cost per unit in West Palm Beach? LVP runs $2,800–$9,500 per unit by size, full porcelain $5,500–$18,000 and a tile-plus-LVP mix $4,000–$12,500, labor and setting materials with the owner supplying the flooring. Acoustic underlayment in a tower adds $2–$4 per sq ft.

What do downtown towers require for hard flooring? Most require a minimum IIC or STC rating, so tile goes over an acoustic mat and LVP carries an attached pad. We provide product data for the building file and work inside its elevator and hours rules.

Do I need a permit to replace flooring in a West Palm Beach apartment? Not for flooring replaced in kind. If plumbing moves or the layout changes, the permit goes through the City of West Palm Beach Development Services Department and we pull it.

What about older Northwood-area buildings? Pre-1980s buildings often have asbestos VCT or mastic under later flooring. We arrange the survey first and start flooring after clearance; slabs there usually need grinding and leveling.

How do I get an exact price? Call (561) 556-7509 or email jperrysonsgc@gmail.com with the unit mix and floor plans. A written estimate is typically ready within 24–48 hours after a model-unit walk and scope confirmation.
